Issuance of an employment office license

  • The amount of the financial guarantee deposited in LMRA’s account shall be refunded three months after the date license was revoked, according to administrative procedures.
  • That the license applicant or licensee does not have a commercial activity that contradicts the activity required by the administrative requirements for granting the license.
  • The license applicant must not be registered as an employee in the Social Insurance Organization .
  • The license applicant must pass the interview by the concerned personnel in LMRA .
  • The employment office must be personally managed by the licensee himself . The licensee is responsible for attending LMRA when necessary .
  • Providing temporary and adequate housing, the company and supervision of a female if the activity of employing domestic workers is requested . Notifying LMRA immediately upon any changes in the housing address or the housing supervisor.
  • Practicing the activity at the licensed premises appearing in the license . The activity is not to be practiced with other commercial activities, except for related similar activities according to the administrative requirements for granting the licence.
  • Depositing ten thousand dinars as a financial guarantee with the LMRA.
  • The licensee must not use the commercial premises for housing domestic workers.
  • Placing the license certificate in a evident place at the premises the activity is being practiced in as well as the place of temporary housing for females.
  • Notify the authority immediately when the data contained in the application is changed or updated, or immediately upon liquidation of its activity, declaration of bankruptcy, or cancellation of the commercial register in the Ministry of Industry & Commerce.
  • Enabling LMRA and its inspectors to enter the employment office premises or the residence designated for domestic workers at any time.
  • Obliging to use approved contract templates issued by LMRA and to use the tripartite contract for domestic workers .
  • The license shall expire upon the expiry of its original or renewed duration.The licensee must submit an application for renewal as per the same procedures and stipulated conditions, not more than sixty days before the License’s expiry and not less than 30 days before .
  • The license will be revoked if the licensee obtains the license based on false or incorrect data or documents , if one of the conditions for granting the license is not met, or in the event of an incriminating conviction , defamation crime , or trust related convictions .
  • The application is subject to the provisions, laws, regulations, bylaws and decisions issued by the concerned executive authorities in the Kingdom of Bahrain.
  • Payment of all fees due to LMRA.
  • The license applicant, licensee or business owner should not breach any of the essential obligations imposed by the laws of regulating the labour market , regulations, bylaws & decisions issued to implement them .
  • That the license applicant has not previously been issued an employment office license which has been revoked in accordance with the provisions of the law
  • Payment of fines imposed on him according to final verdicts in accordance with the provisions of the law regulating the labour market .
  • The applicant must be Bahraini citizen or a business owner of a (commercial register ) fully owned by a Bahraini citizen.



Cancellation of Employment Office License

  • The amount of the financial guarantee deposited in LMRA’s account shall be refunded three months after the date license was revoked, according to administrative procedures.
  • The application is subject to the provisions, laws, regulations, bylaws and decisions issued by the concerned executive.
  • Notify the authority immediately when the data contained in the application is changed or updated, or immediately upon liquidation of its activity, declaration of bankruptcy, or cancellation of the commercial register in the Ministry of Industry and Commerce.
  • Payment of all fees due to LMRA.



Change of Registration Centre

  • Change center is only applicable after 30 days .
  • Registered worker should pay all the monthly fees .



Issuance of a manpower supply agency license

  • It should not be evident that the licensee has ceased practicing the activity , shut down, or changed the location of the activity in violation of the provisions of the laws and decisions in force.
  • The license shall expire upon the expiry of its original or renewed duration. The licensee must submit an application for renewal as per the same procedures and stipulated conditions, not more than 60 days before the License’s expiry and not less than 30 days before .
  • It is prohibited for any person to practice this activity without obtaining a licensing certificate to practice commercial activities issued by the LMRA.
  • The license will be revoked if the licensee obtains the license based on false or incorrect data or documents , if one of the conditions for granting the license is not met, or in the event of an incriminating conviction , defamation crime , or trust related convictions.
  • The initial approval period is 3 months to complete the requirements of the final approval, and in case the initial approval period has expired, the application is automatically considered canceled.
  • That the license applicant has not previously been issued an employment office license which has been revoked in accordance with the provisions of the law
  • Payment of fines imposed on him according to final verdicts in accordance with the provisions of the law regulating the labour market .
  • That the license applicant or licensee does not have a commercial activity that contradicts the activity required by the administrative requirements for granting the license.
  • The license applicant must not be registered as an employee in the Social Insurance Organization .
  • The license applicant must pass the interview by the concerned personnel in LMRA .
  • Managing the licensing activity by the applicant himself or appointing a Bahraini manager to manage it .
  • Specifying the economic or vocational specialization for which he wishes to supply for, provided that this specialization is among the special activities and occupations determined by LMRA , without breaching the conditions for granting work permits or temporary work permits
  • Providing accommodation for the expatriate workers employed by the manpower supply agency, adequate in terms of number and gender, in accordance with the provisions of the law in this regard.
  • Practicing the activity at the licensed premises appearing in the license . The activity is not to be practiced with other commercial activities, except for related similar activities according to the administrative requirements for granting the licence.
  • Depositing an amount of two hundred Bahraini dinars for each work permit issued as an insurance to be paid to LMRA , in addition to the set fee of the work permit.
  • Placing the license certificate in an evident place at the premises the activity is being practiced in as well as the place of temporary housing for females.
  • Notifying LMRA immediately when the data contained in the application is changed or updated, or immediately upon liquidation of its activity, declaration of bankruptcy, or cancellation of the commercial register in the Ministry of Industry & Commerce.
  • Enabling LMRA and its inspectors to enter the employment office premises or the residence designated for expatriate workers at any time.
  • Obtaining the required license to practice the occupation from the concerned authorities regarding the occupations of the workers that he has been authorized to employ if their occupationss are among the occupationss that are legally required to do so .
  • The application is subject to the provisions, laws, regulations, bylaws and decisions issued by the concerned executive authorities in the Kingdom of Bahrain.
  • The applicant must be Bahraini citizen or a business owner of a (commercial register ) fully owned by a Bahraini citizen .
  • Payment of all fees due to LMRA.
  • The license applicant, licensee or business owner should not breach any of the essential obligations imposed by the laws of regulating the labour market , regulations, bylaws and decisions issued to implement them .



Work Permit For Golden Visa Holders

  • Expatriate must have a (valid ) golden Visa .
  • Commercial register must have no offenses .
  • Expatriate’s passport must at least have 6 months validity .
  • If the expatriates current status is ( To_Be_ Renewed ) and still has not expired , then termination form must be attached to enable LMRA to cancel the workpermit without charging administrative fees charges , and to immediately apply for a local employment permit for the expatriate .



Domestic Ceiling Application

  • The employer should not have any administrative remarks that prevents him from submitting a request to ceiling request to raise the number of domestic workpermits
  • In the event of submitting a request to raise a temporary ceiling, it must be linked to a valid or terminated dometic expatriate work permit.
  • In the event of applying an update ceiling request, the applicant must have an unused workpermit
  • Subject to the terms and requirements of the chosen occupation

Issuance of a manpower supply agency license

Required documents for initial approval

  • Filling out the application form for the issuance of a manpower supply agency license.
  • Submitting a plan or program supported by the samples of documents and contracts that will be during the practice of the activity in accordance with the required economic or vocational specialization in Arabic language and according to the attached form.

Documents required for issuing a license as per the attached template

  • A certificate of good conduct and behavior in the name of the license applicant, issued by the Ministry of Interior.
  • A copy of a valid commercial registration certificate.
  • A copy of a valid lease contract for the agency’s headquarters.
  • A copy of a recent electricity bill for the agency’s headquarters.

Further notes on the required documents

  • A copy of the memorandum of association if it is a company.
  • Copies of good conduct certificates for all partners, if it were a company .



Work Permit For Golden Visa Holders

  • Copy of the expatriates smart card ( if available)
  • Copy of the golden visa
  • Copy of the passport
  • Bilingual contract ( should contain Arabic Language) printed and stamped on the company’s letterhead or government document.
  • No objection certificate to be attached from the concerned authority for specialized occupations .
  • Copy of the applicant’s smart card from both sides ( optional)
  • Copy of the commercial register certificate or proof of property ownership if applying for businessman permit



Issuance of an employment office license

Documents required for initial approval

  • Filling out the application form for issuing an employment office license.
  • A bank account statement in the name of the license’s applicant or in the name of one of the establishments wholly owned by him containing the amount of the guarantee amounting to ten thousand Bahraini dinars.

Documents required to issue a license

  • A good conduct certificate in the name of the applicant of the license, issued by the Ministry of Interior.
  • A copy a valid commercial register’s certificate
  • A copy a valid lease contract for the office premises and temporary housing for females.
  • A copy of a recent electricity bill for the office and temporary housing for females.
  • The approval of the Ministry of Health confirming the suitability of the temporary housing for females.

  • A copy of the memorandum of association if it is a company
  • Copies of good conduct certificates for all the partners if it were a company



Cancellation of Employment Office License

  • Filling out an application form for issuing or canceling an employment office license.
  • An extract from the bank showing the International Bank Account Number (IBAN) for the transfer of the financial guarantee amount.
  • A copy of the license cancellation announcement in one of the local daily newspapers requesting employers to claim any financial compensation or other related matters towards the office by using (the cancellation announcement form template attached to the other documents).



Domestic Ceiling Application

  • A copy of the commercial registry
  • A copy of the recent bank statement (not exceeding than 6 months of the submission date)
  • A copy of latest electricity bill (not exceeding than 6 months)
  • A copy of interior and exterior photos of the establishment
  • Work volume proof (for example: contracts that the scheme obtained supported with construction permits, if the activity of the establishment is construction. Imported items bills which are supported with customs bills, if the activity of the establishment is importing and exporting. Photos of vehicles properties that the establishment own, when it works in the transportation sector. Documents of customs that approve shipping the goods when the enterprise works in loading and uploading activities
  • All documents should be formatted as JPEG

For Freelancers:

  • Attaching proof of the residency in the Kingdom of Bahrain for employers who are Gulf Nationals(and for Bahraini citizens if he/she work outside the Kingdom of Bahrain) as well as proof of residency for their family members if residing in the kingdom .

  • 172 BD , for one year including the work permit fees and basic health fees
  • 250 BD , for 1 year for permits obtained via parallel Bahrainization
  • 5 BD , Administrative fees charges that will be charged to the monthly invoice of the commercial register
  • Note , The fees is collected during the application of the service or charged to the monthly invoice



Issuance of an employment office license

  • 200 BD , The license fees are to be paid in the Labour Market Regulatory Authority after the licence issuance approval .



Issuance of a manpower supply agency license

  • 500 BD , payment of the license fees in LMRA after obtaining approval for the license to be issued .
