CRPEP Licensee Portal

The CRPEP Licensee Portal is a secure, user-friendly CRM system that digitalizes licensing and regulatory processes for engineering entities. Authorized representatives can manage applications, payments, and progress online. Services include engineer and office license issuance, renewal, and upgrades. CRPEP encourages using the portal as the main channel for efficiency, while in-person visits remain available via Skiplino if needed.

Engineering Office's License Issuance

Engineering Office in the form of a Commercial Company: The following are the conditions for issuing a license for establishing an engineering office in the form of commercial company:

  • Any other conditions specified in the Implementing Regulation. Such conditions may include the rules and controls of fields, branches and categories that may be permitted to the office to practice, its minimum capital, nature of works that may be executed and the guarantees that maybe granted by the office or by the partners therein.
  • The office shall appoint a responsible manager to be approved by the Council, who shall be responsible for all technical and administrative works in the office and who shall work on full time basis and holding a license to practice one of the engineering professions. The Implementing Regulation prescribes the conditions, qualifications and expertise that the office manager must have and the procedures for his appointment, and for appointing a deputy upon his absence, or upon his failure to carry out his duties, or loss of any conditions that he has to meet, and the cases, conditions and controls under which another person needs to be delegated to carry out some of his duties and powers. The owner of the office or any of the partners therein may become the office manager once he/she fulfills the necessary conditions, qualifications and expertise.
  • To obtain an insurance policy to cover the liability of the office according to the Law in respect to profession’s faults subject to the conditions and controls specified in the Implementing Regulation.

Engineering Office in the form of a Sole Proprietorship: To obtain a license for establishing an engineering office in a form of a sole proprietorship, the following conditions must be met:

  • Shall fulfill all the conditions mentioned in Article (7) of Law No. (51) of 2014 with respect to Regulating the Practice of Engineering Professions.
  • Shall have practiced professional engineering for a consecutive or non-consecutive period immediately after obtaining the engineering qualification as determined by the Implementing Regulation.
  • Shall satisfy the conditions with respect to the field, branch and category required for licensing.
  • Any other conditions that are determined by the Implementing Regulation. An insurance policy shall be obtained to cover the liability of the office according to the Law in respect of the profession’s faults subject to the conditions and controls conditions specified in the Implementing Regulation. The Council may permit the licensee to establish an engineering office in the form of a sole proprietorship – upon his/her request- and to delegate one of its licensed engineers to administer the licensee’s office, on part-time or full-time basis, for a temporary period as determined by the Implementing Regulation, provided that the owner of the office shall bear any responsibility arising from the works assigned to the licensed engineer.

Licensing of a Foreign Entity: Notwithstanding the provisions of the Commercial Companies Law, an exemption may be granted to foreign entities to establish engineering offices for the practice of engineering professions in Bahrain,provided that such foreign entity shall fulfill following conditions:

  • The entity shall be existing and holding a license to practice one of the engineering professions from outside the Kingdom for a period of not less than 15 years.
  • Shall have high technical expertise, capabilities and competency that are unavailable in the Kingdom to meet the local needs subject to the decision by the Council in this respect.
  • Shall take a form of one of the commercial companies, unless it is a branch or agent of a foreign company in which case it shall be exempted from the requirement of having a local sponsor in Bahrain.
  • The office shall have a responsible full-time manager holding a license to practice engineering profession in accordance with Law No. (51) of 2014 with respect to Regulating the Practice of Engineering Professions and its Implementing Regulation.
  • Shall obtain an insurance policy to cover the legal liabilities with respect to the professional risks according to the conditions and requirements set forth in the Implementing Regulation.
  • Any other conditions set forth in the Implementing Regulation.

Upgrade of Engineer's Category

  • The engineer may be upgraded from one category to a higher category, considering the required progression and years of experience for each category.
  • A written request must be submitted by the engineer or by his employer.
  • Completing the form published on the CRPEP website and fulfilling all the requirements.
  • The Council may also, at its own discretion, while determining the categories, exempt some cases after passing professional interviews and written examinations if necessary.
  • The applicant must have practiced engineering profession for the required number of years of the category to be upgraded to in accordance with the classification requirements specified in Annex 1 of the Executive Regulations.



Engineering Office License Renewal

  • The Engineering office must be licensed by the Council.
  • The license of the engineering office must be valid or no more than (30) days past its expiry date.
  • In case there is a delay in the submission of a renewal application without an excuse to be considered by the Council, an additional fee of BD10 shall be imposed for each day of delay with a maximum of 30 days, and after the lapse of such period the license shall be cancelled from the Register and the licensee shall be notified pursuant to the procedures set forth in the Implementing Regulation. In such case, the re-registration may not be possible except with a new application.
  • The office’s commercial registration must be valid.
  • The Professional Indemnity Insurance Policy (PII) must be valid and comply with the requirements stipulated in the Executive Regulations of the Law of Regulating the Practice of Engineering professions for each Category (Except for offices that are not required to have a PII).
  • The Office must fulfill the number of Engineers for the main engineering discipline and additional disciplines according to Annex (2) of the Executive Regulation issued by Ministerial Order No. (27) for 2023.
  • The engineering office must meet the licensing requirements stipulated in Law No. (51) of 2014 with respect to regulating the practice of engineering professions and its executive regulations.
  • The application will not be accepted unless all of the renewal requirements are satisfied.



Engineering Office's License Upgrade

  • The Engineering Office must fulfill the requirements of the required category as stipulated in the Executive Regulation.
  • No disciplinary penalty was issued against the engineering office during the past two years.
  • Providing a list of completed projects during the past three years.
  • Providing the Financial Audit Report for the past three years. This condition does not apply to offices that operate as individual establishment.
  • The Engineering Office must have completed five years in Category (B), to be upgraded to Category (A).
  • The Engineering Office must have completed five years in Category (C), to be upgraded to Category (B).



Adding a discipline to the Engineering Office License

  • Foreign engineering offices may add disciplines they have been practicing outside the Kingdom of Bahrain for more than 15 years, provided they can demonstrate at least 20 project in their home country and 10 projects outside, as per annex (2-3) of the Executive Regulation.
  • The engineering office must license engineers in the discipline it wishes to add, in accordance with the provisions of the Executive Regulations. The number of engineers required to be licensed depends on the type and category of the office, as specified in appendices (2-1), (2-2), or (2-3) of the executive regulations.
  • Bahraini Offices Can add disciplines as per the conditions stipulated in based on clause (5) of annex (2) of the Executive Regulations, as follows: Offices owned by Architects or Civil Engineers may add any discipline they wish. Offices owned by engineers specialized in other disciplines are not permitted to add civil Engineering and/or Architecture.



Further review of Engineering Office's Application

  • A further review request must be submitted within 60 days of the date of the Council’s decision concerning the Engineering Office licensing.
  • The Authorized signatory is required to provide supporting documents that justify the reasons for the appeal.
  • The fee for submitting a re-evaluation of Engineering Office request is 100 BHD.



Engineer's License Renewal

  • The applicant must already be licensed with the current employer by the Council.
  • The license renewal period begins three months prior to the license expiration date.
  • The license can be renewed up to 60 days after its expiry date.
  • A fine of 10 dinars is calculated for each day after 30 days have passed since the license expired.



Further review of engineer’s license application

  • A further review request must be submitted within 60 days of the date of the Council’s decision concerning the engineer’s licensing.
  • The engineer is required to provide supporting documents that justify the reasons for the appeal.
  • The fee for submitting a re-evaluation request is 15 BHD.


Engineering Office's License Issuance

For Categories (A), (B), (C), (D), (E), (F), (K) Engineering Offices to be owned by Engineers of Bahraini or GCC Nationalities:

  • Letter seeking license for an Engineering office – required for all categories.
  • Shareholders form (if applicable) - required for all categories.
  • Details of manpower and organizational chart including names, professions positions of staff - required for all categories.
  • Office lease agreement (may be submitted before final evaluation) - required for all categories.
  • Passport of the applicant (office owner(s)) - required for all categories.
  • Authorization from which is enclosed with this form by office owner(s), and questionnaire verifying dedication to the practice of engineering professions & the absence of conflict of interest for all engineers working in the office (attached with this form) - required for all categories.
  • In case request is submitted by the heirs wishing to continue operating the office, they shall provide an authorization of the responsible manager to act and manage according to an official Power of Attorney issued by the competent authority. The Responsible Manager must be a Bahraini Engineer with the same discipline of the office - required for all categories.
  • A minimum of two applications for Engineers per each discipline are required in line with Engineering offices' Category, as per the Executive Regulation – required for the Categories (A), (B), (C), (E) and (F).
  • Minimum of three applications for Engineers per Discipline(s) required in line with Engineering offices' Category, as per the Executive Regulation – required for Category (D).
  • An applications for licensing the owner, should be a Category (A) Engineer with no less than 20 years of experience – required for Category (K).
  • Office layout showing the total floor area (may be submitted before final evaluation) – required for the Categories (A), (B), (C), (F) and (K).
  • Professional indemnity insurance coverage (may be submitted before final evaluation) – required for Categories (A), (B), (C), (E), (F) and (K).

For Categories (A), (D), (E) and (F) Engineering Offices to be owned by Non-Licensees of Bahraini or GCC Nationalities:

  • Letter seeking license for an Engineering office – required for all categories.
  • Shareholders form (if applicable) – required for all categories.
  • Details of manpower and organizational chart including names, professions positions of staff – required for all categories.
  • Office lease agreement (may be submitted before final evaluation) – required for all categories.
  • Passport of the applicant i.e., the Responsible Manager – required for all categories.
  • An overview of the Engineering specializations that will be practiced by Engineering office – required for all categories.
  • Authorization of the Responsible Manager to act and manage according to an official Power of Attorney issued by the competent authority. The Responsible Manager must be a Bahraini Engineer with the same discipline of the office and with more than 12 years of experience – required for all categories.
  • Authorization from which is enclosed with this form by the Responsible Manager and questionnaire verifying dedication to the practice of engineering professions & the absence of conflict of interest for all engineers working in the office (attached with this form) – required for all categories.
  • A minimum of two applications for Engineers per each discipline required in line with Engineering offices' Category, as per the Executive Regulation - required for Categories (A), (E), and (F).
  • Minimum of three applications for Engineers per Discipline(s) required in line with Engineering offices’ Category, as per the Executive Regulation – required for Category (D).
  • Office layout showing the total floor area (may be submitted before final evaluation) – required for Categories (A) and (F).
  • Professional indemnity insurance coverage (may be submitted before final evaluation) – required for Categories (A), (E) and (F).
  • Proof that the capital is not less than 500 thousand Bahraini dinars – required for Categories (A), (D), and (E).

For Categories (A), (D), (E) and (F) Engineering Offices to be owned by Foreign Branch:

  • Letter seeking license for an Engineering office from the parent company - required for all categories.
  • Shareholders form (if applicable) - required for all categories.
  • Financial audit reports for the parent company for the last three years - required for all categories.
  • Passport of the applicant i.e., the Responsible Manager - required for all categories.
  • Details of manpower and organizational chart including names, professions positions of staff - required for all categories.
  • Office lease agreement (may be submitted before final evaluation) - required for all categories.
  • Portfolio of the parent company - required for all categories.
  • Incorporation documents for the parent company, shows that the foreign office exists and has been licensed for a period of no less than 15 years to practice the profession outside Bahrain in the specializations for which the office is required to be licensed - required for all categories.
  • A certified letter from the main office of the foreign office, stating that it is responsible for the office’s branch in Bahrain - required for all categories.
  • A list of projects carried out by the foreign office, showing the implementation of 20 projects in the main center and 10 projects in the branches affiliated with the office abroad - required for all categories.
  • Authorizing the responsible manager to act and manage the office in Bahrain, under an official Power of Attorney issued by the Engineering office at its head office. The Responsible Manager must be an Engineer of the same discipline of the office and in Category (A) - required for all categories.
  • Permanent work visa of the applicant i.e., the Responsible Manager (may be submitted before final evaluation) - required for all categories.
  • Authorization from which is enclosed with this form by the Responsible Manager and questionnaire verifying dedication to the practice of engineering professions & the absence of conflict of interest for all engineers working in the office (attached with this form) - required for all categories.
  • A minimum of two applications for Engineers per each discipline are required in line with Engineering offices' Category, as per the Executive Regulation - required for Categories (E) and (F).
  • Minimum of three applications for Engineers per Discipline(s) required in line with Engineering offices' Category, as per the Executive Regulation - required for Categories (A) and (D).
  • Office layout showing the total floor area (may be submitted before final evaluation) - required for Categories (A) and (F).
  • Professional indemnity insurance coverage (may be submitted before final evaluation) – required for Categories (A), (E) and (F).

Upgrade of Engineer's Category

  • Request Letter from the Entity (along with the CR copy in case of a new company/establishment).
  • Job description and list of duties & responsibilities that will be assigned to the engineer.
  • Detailed Curriculum Vitae (CV) with elaboration on engineering experience in chronological order (month/year).
  • Transcripts of the academic certificate for all semesters/years of study.
  • Experience Certificates.
  • Passport (first page and the page showing the address).
  • Identity Card (if available) and copy of Statement of Identity Card Details.
  • License of practicing engineering profession (if available), and copies of previous licenses.
  • Authorization Form which is enclosed with this form.

Engineering Office License Renewal
