Issuing a license to establish a private training institution

If he is a natural person:

• He must be at least 25 years old.
• He must be fully competent.
• He must be of good conduct and no final judgments have been issued against him in a felony or misdemeanor that violates honor, honesty or public morals unless he has been rehabilitated.
• He must have at least a high school diploma or its equivalent.
• He must be able to finance the establishment and continuation of the private training institution in accordance with the standards and guarantees established by the Ministry.
• He must not be an employee in the government, public or private bodies or institutions.

If he is a legal person:

• The person representing him before others must meet the previous conditions, with the exception of what is stipulated in Clause (4), provided that the application states the source of funding for the private educational and training institution and the ability to do so.

Issuing a license to establish a private training institution

• Form No. (A-1) regarding the request for a license to establish a private training institution (all data must be completed).
• The economic feasibility study of The project, indicating The invested amount.
• The internal policies of the training institution to be established, including the requirements for institutional inclusion in the National Qualifications Framework.
• A model of the proposed form for submitting an application to join a training program.
• A model of the proposed certificate to be issued, with a proposed logo for the institution.
• A model of the proposed form for evaluating a training program at the end of the program by trainees.
• Forms for offering a training program (Form A, B, or C) for each proposed program.
• Commitment to complete the institutional listing process in the National Qualifications Framework at the Education & Training Quality Authority after obtaining the final license from the Ministry of Labour within a period of 6 months from the date of issuance of the license, where a grace period will be given to practice the work to complete the requirements for institutional listing. The requirements for institutional listing standards can be viewed by referring to the Authority's website.

Special requirements for founders of natural persons (individuals or Bahrainis and citizens of the Gulf Cooperation Council countries):

• CV, experience and qualifications "not less than high school".
• A bank deposit certificate for the value of the invested amount, not less than 30 thousand Bahraini dinars for administrative and commercial training centers and institutes and an amount of 50 thousand dinars for vocational and technical centers and institutes.

Special requirements for founders of legal entities "companies":

• A copy of the establishment's registration certificate with the Ministry of Industry and Commerce. (Commercial Register).
• A copy of the articles of association and its amendments, provided that the company's capital is more than 50 thousand Bahraini dinars in the event of a request to open an administrative and commercial center or 70 thousand Bahraini dinars in the event of a request to open a professional and technical center.
• The financial report if the company is more than one year old.
• A decision from the Board of Directors or the General Assembly to participate in the establishment of a private training institution.
• The CV, qualifications and experience of the representative of the legal entity.
